Gemeente Delft, a local government authority in the Netherlands with 1,100 employees supporting over 100,000 citizens, used to rely on a legacy, on-premises Capgemini/JD Edwards finance platform. Siloed complexity led to a lack of visibility and control: from purchase to pay and from sales to cash. Manual intervention was frequent, and the fragmented data was not consistently trusted for decision-making.
